Deterministic Cryptographically Sealed Governance Engine
Alec Maiatico. Published on the Open Science Framework. Patent pending.
Why this exists.
Most policy and compliance tools are not truly reproducible. The same input can produce different outputs over time, logs can change, and rule behaviour can drift in ways that are hard to detect. For systems that depend on consistent enforcement and auditability, that lack of determinism is a risk.
A governance engine should return the same decision when given the same rules and the same inputs. If it does not, it cannot be trusted as a foundation.
GI/PPI is built to behave like an instrument. Proposals are evaluated against fixed, versioned policies; inputs are canonicalized and hashed; each evaluation produces a sealed record in an append-only ledger; and any decision can be replayed to confirm the result is identical.
It is designed as a stable sub-layer beneath existing applications and workflows. It does not replace existing tools. Its contribution is reliability and reproducibility, not convenience.
